                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Directs State Parks and Recreation Department to construct
velodromes in northern and southern Oregon.
 
                        A BILL FOR AN ACT
Relating to velodromes; and limiting expenditures.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The State Parks and Recreation Department
shall develop and execute a plan to construct a velodrome in
southern Oregon. In developing the plan, the department shall:
  (a) Consult with the Jackson County Parks Department, the City
of Central Point and southern Oregon's cycling community in
siting the velodrome; and
  (b) Develop, in conjunction with southern Oregon's cycling
community, a fundraising plan to raise additional funds to
support the construction and maintenance of the velodrome.
  (2) The State Parks and Recreation Department shall develop and
execute a plan to construct a velodrome in northern Oregon. In
developing the plan, the department shall:
  (a) Consult with the Portland Parks and Recreation Department,
the Portland Velodrome Committee and northern Oregon's cycling
community in siting the velodrome; and
  (b) Develop, in conjunction with the Portland Velodrome
Committee and northern Oregon's cycling community, a fundraising
plan to raise additional funds to support the construction and
maintenance of the velodrome.
  (3) Notwithstanding any other law limiting expenditures, the
amount of $3.5 million is established for the biennium beginning
July 1, 2007, as the maximum limit for the payment of expenses
from lottery moneys allocated from the Parks and Natural
Resources Fund to the State Parks and Recreation Department for
the purpose of constructing the facilities described in
subsections (1) and (2) of this section.
  (4) The State Parks and Recreation Department may adopt rules
necessary to carry out the provisions of this section. + }
