Requires Department of Human Services to publish annual report
containing list of employers with 25 or more employees with
publicly funded or publicly subsidized health care.
A BILL FOR AN ACT
Relating to health care.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Department of Human Services shall
publish annually a report containing a list of employers with 25
or more employees who:
(a) Receive medical assistance under ORS 414.705 to 414.750;
(b) Are enrolled in the Family Health Insurance Assistance
Program established in ORS 735.720 to 735.740; or
(c) Are subsidized members as defined in ORS 735.750 of the
Family Health Insurance Assistance Program.
(2) The report shall contain the following information:
(a) The name and address of the employer;
(b) The number of employees described in subsection (1) of this
section who are employed by the employer;
(c) The number of dependents of employees who are receiving
publicly funded or publicly subsidized health care;
(d) Whether the employer offers health insurance coverage to
its employees and, if so, the amount of the employer's
contribution toward employees' health insurance premiums; and
(e) The costs to the department and to the Insurance Pool
Governing Board of providing publicly funded or publicly
subsidized health care to the employees described in subsection
(1) of this section and the dependents of those employees.
(3) The report may not contain any individually identifiable
health information as defined in ORS 192.519.
(4) The department, in consultation with the Insurance Pool
Governing Board, shall adopt all rules necessary to implement
subsections (1) and (2) of this section, including but not
limited to:
(a) Obtaining information on employers of applicants; and
(b) Establishing criteria for determining whether an employer
has 25 or more employees.
(5) By March 1 of each year, the department shall submit the
report described in subsection (1) of this section to the
Legislative Assembly in the manner described in ORS 192.245 and
post the report on the department's website. + }
