SUMMARY
The following summary is not prepared by the sponsors of the

consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
Directs Legislative Assembly to appropriate to State School
Fund each biennium amount of moneys that is equal to or greater
than Minimum State Public Education Funding Standard and equal to
or less than State Quality Education Funding Standard. Bases
standards on amount of moneys calculated by Superintendent of
Public Instruction as sufficient for funding implementation of
Quality Education Model. Directs Superintendent of Public
Instruction to report on standards to Legislative Assembly each
regular session.
Applies to biennia beginning on or after July 1, 2007.
A BILL FOR AN ACT
Relating to school finance.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) As used in this section:
(a) 'Appropriation' means any appropriation, allocation or
transfer of moneys made by law by the Legislative Assembly.
(b) 'Local revenues' means the total of:
(A) Local revenues of school districts as described in ORS
327.013;
(B) Local revenues of education service districts as defined in
ORS 327.019; and
(C) All other local revenues that are available to school
districts and education service districts.
(c) 'Minimum State Public Education Funding Standard' means the
standard calculated under subsection (4) of this section.
(d) 'State Quality Education Funding Standard' means the
standard calculated under subsection (3) of this section.
(2) There is established the Education Stability Program.
Under this program, the Legislative Assembly shall appropriate to
the State School Fund for each biennium an amount of moneys that
is equal to or greater than the Minimum State Public Education
Funding Standard and that is equal to or less than the State
Quality Education Funding Standard.
(3) The State Quality Education Funding Standard for each
biennium shall be calculated by the Superintendent of Public
Instruction. The superintendent shall calculate the standard
based on the parameters of the Quality Education Model specified
in the final report issued by the Quality Education Commission in
December 2004. Based on those parameters, the standard shall be
the amount of moneys the Legislative Assembly would need to
appropriate to the State School Fund for a biennium, based on the
best estimate of cost factors for that biennium, that when
combined with the estimated amount of local revenues and federal
funds available for that biennium, would equal the amount of
moneys sufficient for full implementation of the Quality
Education Model.
(4) The Minimum State Public Education Funding Standard is
equal to 80 percent of the State Quality Education Funding
Standard. The Minimum State Public Education Funding Standard
shall be calculated by the Superintendent of Public Instruction.
(5) The Superintendent of Public Instruction shall report to
the Legislative Assembly prior to the 15th day of the first month
of each regular session. The report shall include the amounts of
moneys necessary to meet the Minimum State Public Education
Funding Standard and the State Quality Education Funding Standard
for the next biennium. + }
SECTION 2. { + Section 1 of this 2005 Act applies to biennia
beginning on or after July 1, 2007. The Superintendent of Public
Instruction shall issue the first report required by section 1 of
this 2005 Act prior to January 15, 2007. + }
