SUMMARY

brief statement of the essential features of the measure as
introduced.
Directs Department of Human Services to establish Reflex
Sympathetic Dystrophy Syndrome Education Program to educate
Oregonians about syndrome. Directs department to establish
professional education programs about syndrome to educate health
care professionals.
A BILL FOR AN ACT
Relating to Reflex Sympathetic Dystrophy Syndrome.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) As used in this section, 'syndrome' means
Reflex Sympathetic Dystrophy Syndrome, a chronic neurologic
syndrome of unknown etiology characterized by severe burning
pain, pathological changes in bone and skin, tissue swelling and
extreme sensitivity to touch that, if untreated, results in
permanent deformity and chronic pain.
(2) The Department of Human Services shall establish the Reflex
Sympathetic Dystrophy Syndrome Education Program to promote
public awareness of the syndrome and the importance of early
detection, diagnosis and treatment.
(3) The education program shall promote public awareness of the
syndrome through written materials and other forms of
communication designed to educate Oregonians about the syndrome.
The program shall distribute information that includes the:
(a) Nature and possible causes of the syndrome;
(b) Risk factors that may contribute to the manifestation of
the syndrome;
(c) Available treatment options, including the risks and
benefits of treatment; and
(d) Availability of diagnostic, treatment and support services
in this state.
(4) The department shall work with health care providers, local
public health agencies and other appropriate agencies to
coordinate and promote professional education programs that will
educate health care professionals about:
(a) Current research into the syndrome;
(b) The nature of the syndrome;
(c) Diagnostic procedures;
(d) Medical and surgical treatment options; and
(e) The availability of diagnostic, treatment and support
services in Oregon communities.
(5) The department shall seek funds to establish the Reflex
Sympathetic Dystrophy Syndrome Education Program. The department
may accept gifts, grants and donations from any source for the
purposes of carrying out its duties under this section. + }
